Open Market Consultation "Horizon Scanning System" - Dutch Ministry of Health

The Dutch Ministry of Health in close collaboration with BeNeLuxA partners and with other prospective partners in the International Horizon Scanning Initiative, is launching an open market consultation in preparation of the international joint public procurement of a Horizon Scanning System (HSS).

The market consultation aims to inform market operators regarding the upcoming HSS public procurement procedure by several public procurers that are all facing the same common challenge and are thus looking to purchase one joint solution. The market consultation also aims to explore the availability of innovative solutions to horizon scanning and to obtain market operators’ input on the viability of the procurement design and conditions, before launching the call for tender, provisionally planned in the first quarter of 2019.

The HSS will be designed to (automatically) collect and analyse data that will enable all the procurers in the consortium to timely identify those pharmaceuticals and medical technologies (including medical devices and accompanying diagnostics) that are being developed and that are expected to have a high impact in terms of costs, organisational services and clinical benefits/effectiveness compared to commercially available pharmaceuticals and medical devices.
