Take a step back to move forward
Stephan Corvers, Managing Director of Vtrek’s parent company Corvers, addressed the Workshop Shaping European Civil Security Research in Horizon Europe organized by the German Federal Ministry of Education and Research in Brussels on Wednesday, November 7th.
One of the main themes of the workshop was related to the traditional problems in turning promising researches into marketable practical solutions, with special regard to the civil security field.
His presentation “Pre-Commercial Procurement as an instrument to bridge the valley of death”, focused on the failure risk for SMEs in public-funded project for technological development. In particular how Pre-Commercial Procurement can be seen as an important instrument to overcome this issue and to foster the technological capabilities of SMEs.
It was pointed out that despite the success rate of PCP in comparison to other traditional funding instruments such as grants and subsidies, Contract Authorities, in order to support SMEs to scale-up and increase even more potential opportunities of commercialization, need to link these activities with other funding tools such as venture capitals.
